Are Thunderbolt 3 and Thunderbolt 4 laptops compatible with DP1310?

Yes. 

The DP1310 supports three multi-display setups for Thunderbolt 3 or Thunderbolt 4 laptops and provides a maximum of 100W for laptop charging.

However, one thing to note is that the DP1310 can only support a maximum of 10Gbps USB data transfer speed, which is less than the maximum data transfer speed of Thunderbolt 3/4, which support up to 40Gbps.
